Pros:

The clean, comfy rooms with vintage travel bits decorating the entire hostel.
 

Cons:

Not quite as central and not near the beautiful Southern part of Hulien. If you can't hire a scooter, there's a lot of walking and cycling to be done.
 
Verdict

if you’re looking for a clean and affordable place to stay in Hualien, this is a great option.

Located in a quiet part of Hualien on Taiwan’s East Coast is where you’ll find Hello Backpacker Hualien. It is one of two hostels (including Seville B&B) owned and run by Peter Chao and family. Most staff speak a little bit of English but they are extremely helpful and tried to make us feel at home.  The backpackers offer dorm rooms, twin rooms and double rooms with air-conditioning. It is filled with a delightful combination of old and new and décor includes beautiful vintage clocks, type-writers and globes. Travel seems to be the central theme and a worded atlas decorates the wall of the reception as well as memorabilia and currency for various countries. Black and white dotted chairs alongside antique cabinets can be found in the lounge.

There are comfortable lounging areas with a TV, table and couches downstairs which is perfect for guests to relax, write or eat the breakfast served in the mornings.  You’re bound to see the fattest black cat sleeping in the undercover outside lounge area. They have two free bicycles available for you to take out and explore the town as well as newer ones which will cost you 10 NTD per hour. It’s not the most central place but with a bike you can explore the city and a bit of the coastline with ease. To head further south, you will have to hire a scooter. But if you’re looking for a clean and affordable place to stay, this is a great place.
